Officers were able to serve a search warrant to the home of suspect, Douglas Duane Hoffman, and discovered marijuana, scales, a firearm and five additional large teddy bears with their backs cut open, Bellis said.
With the help of a canine unit, the task force was able to seize one of the packages before the delivery and locate several packets of drugs inside a large stuffed bear.
Authorities were able to make a controlled delivery and sent the package to the address listed, which was that of a deceased resident on Sage Road in Waterloo, police said. The drophouse the suspect was using shared a driveway with his home and was located on the same property, Bellis said.
A woman in the suspect's family would routinely pick up the packages next door once she saw them delivered.
Authorities with the Black Hawk County Sheriff's Office arrested Hoffman Monday on conspiracy to distribute marijuana while in possession of a firearm, money laundering and violation of the drug tax stamp act.
On Wednesday Hoffman's wife, Joy Theresa Hoffman, was also taken into custody on similar charges but released later that day, police said.
Further investigation into the smuggling scheme is continuing.
